Quaver Rest 

Quaver note or eight note have 1/2 beat that means quaver rest means 1/2 beat rest. In quaver two quaver join with a beam
So its become 1/2 +1/2 = 1 beat so in quaver rest the first 1/2 beat will not be played and second 1/2 beat should be played. First the rest symbol written then the note is written.
